Authorize a three-year cooperative purchasing agreement for continuous use of a cybersecurity software subscription for the visualization of network servers and workloads including network traffic visualization, vulnerability assessment, and external threat management for the Department of Information and Technology Services with Cyber Watch Systems, LLC. through the Interlocal Purchasing System cooperative agreement - Not to exceed $1,350,230.64 - Financing: Data Services Fund (subject to annual appropriations)

BACKGROUND
This cooperative purchasing agreement will provide continuous use of ColorTokens Xshield, a cybersecurity tool that helps protect the City's computer systems and sensitive information. It provides four important protections:
* Visualizes network activity - It shows how City servers and cloud systems are connected and what data is flowing between them making it easier to identify unusual or risky activity.
* Identifies vulnerabilities - Finds weak spots in the network that attackers could target.
* Manages external threats - Adds an extra layer of defense against cyber threats.
* Microsegmentation - Breaks the network into smaller, secure sections so if one part is compromised, the rest remains safe.
This system is critical for all departments, especially those handling payments and confidential information. It helps the City meet security standards like PCI, which are required for processing payments.
