BACKGROUND

The original professional services agreement with Wiss, Janney, Elstner Associates, Inc. began the development of a Bridge Management Program in support of the Infrastructure Management Plan (IMP) and to provide design and construction services on minor bridge repair projects. This contract was also amended through Council Resolutions and Administrative Actions to address design and construction phase services for three emergency bridge repairs that were identified through the Texas Department of Transportation (TxDOT) Bridge inspection program.

The original Bridge Management Plan identified 240 bridges needing additional inspections having a TxDOT Critical Rating of 6 or less. Due to budgetary constraints, 67 bridges were inspected in the first year with plans to address the remaining bridges in future years. Moving forward, the program will inspect an additional 60 to 70 bridges a year until all bridges have been evaluated. This is the third year of the program.
