BACKGROUND
The East Side Water Treatment Plant (ESWTP) was originally constructed in the 1960s and several expansions increased the capacity to 440 million gallons per day making it the largest of three water treatment plants serving customers of the City of Dallas Water Utilities Department.
On June 23, 2021, the City Council authorized a construction services contract with BAR Constructors, Inc. for the construction of the first phase of the new Residuals Handling Facility at the East Side Water Treatment Plant by Resolution No. 21-1142. It includes the construction of two new lagoons, a permanent structural concrete pad for contract dewatering services as well as future plant use, the repurposing of an existing facility as a temporary residuals pump station, new fencing for the improvements, and the associated civil and mechanical improvements to connect the new system. The project also includes plant drain modifications for implementation of the recommended separation of residual streams and permanent slope repairs for the existing lagoons.
On August 9, 2023, the City Council authorized Change Order No. 1 to the construction services contract with BAR Constructors, Inc. for additional work associated with the construction of Phase 1 of the ESWTP Residuals Handling Improvements Program by Resolution No. 23-1080.
