BACKGROUND

This action will authorize an application for the Local Parks Urban Indoor Recreation Grant Program in an amount not to exceed $2,000,000.00 from the TPWD for Marcus Recreation Center located at 3003 Northaven Road.

The TPWD administers the Local Parks Urban Indoor Recreation Grant. Funding for this program comes from a portion of the state sales tax on sporting goods through the Texas Recreation and Parks Account, the Texas Large County and Municipality Recreation and Parks Account, and from the Federal Land and Water Conservation Fund.

The scoring criteria for this grant program includes development or the extension of parks; a locally adopted and department-approved park master plan, reduction of the threat to the public availability of a conservation or recreation opportunity, location in an underserved area, and involvement of public or private cooperation and meets the goals of TPWD Land and Water Resources Conservation and Recreation Plan.

Marcus Recreation Center is situated at the south side of Marcus Park and was built in 1970. A recent needs assessment identified areas of critical, internal improvements impacting the indoor recreation programming. Marcus Recreation Center is 54 years old and funding from TPWD will be used to address these improvements. A 1:1 match to the funding is required and will be met through the 2024 Bond Program.
