Authorize the (1) application for and acceptance of a grant from the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) for the 2025 FY25 Community Policing Development (CPD): Supporting Agencies Seeking Accreditation Grant (Federal Award ID. No. 15JCOPS-25-GG-00696-PPSE, Assistance Listing No. 16.710) in the amount of $250,000.00 for the purpose of funding one administrative specialist position and one supervisor position dedicated to proving compliance with 173 Texas law enforcement best practices for two years for the period October 1, 2025 through September 30, 2027; (2) establishment of appropriations in an amount not to exceed $250,000.00 in the COPS FY25 CPD Supporting Agencies Seeking Accreditation Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $250,000.00 in the COPS FY25 CPD Supporting Agencies Seeking Accreditation Grant Fund; (4) add one administrative specialist position and one supervisor position; and (5) execution of the grant agreement with COPS and all terms, conditions, and documents required by the agreement - Not to exceed $250,000.00 - Financing: COPS FY25 CPD Supporting Agencies Seeking Accreditation Grant Fund

BACKGROUND
This item will provide funding for the Dallas Police Department (DPD) to support two full-time staff positions. These positions will be dedicated to the accreditation program within the DPD Planning and Crime Analysis Unit. The staff will identify and gather the necessary data to demonstrate compliance with current standards where applicable and to pinpoint gaps in existing policies and procedures that require further work to meet standards.
