BACKGROUND

The City of Dallas owns a municipal parkland known as Judge Charles R. Rose Community Park (approximately 40.43 acres) located at 3200 Simpson Stuart Rd, on the south-central side of Dallas. The park is currently under construction with the first phase of park development planned to be completed in summer 2025.

In collaboration with the Park & Recreation Department, the Trust for Public Land is plating the park for development as required by the City Code for current and future construction projects. As a condition of the plat three sidewalk and utility easements of 278 square feet, one floodway easement of 283,071 square feet, one water easement of 43,401 square feet, and one right-of-way easement of 3,591 square feet (Exhibit A) are to be dedicated to the City of Dallas.

In compliance with the law, the City must determine that there is a need, that there is no feasible and prudent alternative, and that all reasonable care will be taken not to damage the remainder of the park property and to mitigate any disruption of park services.
