Authorize a professional services contract with T. M. Kilduff Consulting, Inc. dba Kilduff Underground Engineering to provide engineering services associated with the East Bank Interceptor Project - Not to exceed $3,487,729.00 - Financing: Wastewater Capital Improvement G Fund ($3,000,000.00) and Wastewater Capital Improvement F Fund ($487,729.00)

BACKGROUND
On February 26, 2014, the City Council authorized a professional services contract with RPS Espey that included structural analysis, risk assessment, emergency action plan preparation, and evaluation of rehabilitation or replacement options for several wastewater interceptors in the Interstate Highway (IH) 30 and IH 35E downtown area.
After award of the contract, RPS Espey was acquired by Tetra Tech. Due to the pipe rehabilitation and trenchless technology specialty needed, Tetra Tech engaged the services of Kilduff Underground Engineering, Inc. (KUE). KUE’s evaluation of the 90-inch East Bank Horseshoe lnterceptor concluded that the existing wastewater interceptor is deteriorated throughout and rehabilitation would present significant access challenges and risk with a low confidence of accomplishing the repair objectives. There is less risk in constructing a new parallel sewer via tunneling than rehabilitating the existing sewer and a detailed evaluation of the potential alignment and ancillary structures is needed to move the project forward.
Since the existing East Bank Interceptor is already seen to have deteriorated at multiple locations, further delays in the design and construction of a replacement for the existing interceptor will exacerbate the risk of continued pipe deterioration, pipe coll...
