BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This service contract will provide for goal setting and performance evaluation services for City Council appointed officials for the Department of Human Resources. These services will provide a structured and effective performance evaluation process for the City's appointed officials. The agreement will also ensure that each role is clearly defined, measurable performance standards are identified, and appropriate evaluation methodologies are implemented. This agreement will promote accountability, transparency, and alignment with organizational goals. Additionally, incorporating leadership competencies and behavioral expectations will help strengthen leadership effectiveness and support continuous improvement across the organization.

A seven-member committee from the following departments reviewed and evaluated the qualifications:

* Department of Human Resource (1)
* Mayor and City Council Office (5)
* Office of Procurement Services (1)*

*The Office of Procurement Services evaluated cost.


The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
