Authorize (1) the rejection of bids received for Request for Bids solicitation CIZ26-AVI-3216 - Dallas Love Field Pre-Conditioned Air Heating, Ventilation, and Air Conditioning Units Installation - Rebid; and (2) re-advertisement for new bids - Financing: No cost consideration to the City

BACKGROUND
The project intent is to demolish and dispose at the City’s discretion, twenty existing Jet Bridge Mount Heating, Ventilation, and Air Conditioning Units (HVAC) units; and to install twenty new Pre-Conditioned Air (PCA) 30-Ton DX-3 Circuit - Jet Bridge Mount HVAC units at all twenty passenger jet bridges at Dallas Love Field.
The Request for Bids solicitation CIZ26-AVI-3216 was open to the public from January 23, 2026 to March 13, 2026. One sealed bid was received and opened on March 13, 2026.
Following the Department of Aviation award recommendation, the bidder did not agree to the City’s contract. Therefore, the Department of Aviation will reject the bid for solicitation CIZ26-AVI-3216 - Dallas Love Field Pre-Conditioned Air Heating, Ventilation, and Air Conditioning Units Installation - Rebid, and re-advertise the solicitation.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 14, 2026, the City Council authorized the (1) rejection of all bids received for solicitation CIZ25-AVI-3196 - Dallas Love Field Pre-Conditioned Air Heating, Ventilation, and Air Conditioning Units Installation; and (2) re-advertisement for new bids by Resolution No. 26-0222.
