Authorize a professional services contract with Binkley & Barfield, Inc. to provide engineering services for an alignment study, preliminary design, and survey for water transmission main improvements within the Meandering Way High Pressure Plane - Not to exceed $1,499,913.00 - Financing: Water Capital Improvement F Fund

BACKGROUND
The two alignment options to be modeled and evaluated include a new 36-inch diameter water transmission main along the George Bush Turnpike from the Dallas North Tollway to the Highland Elevated Storage Tank at 7211 Frankford Road and the replacement of an existing 24-inch diameter water transmission main with a new 36-inch diameter water main along Frankford Road. The Frankford Road alignment was included as an alternative alignment in master planning efforts in the event easement acquisition and constructability for the George Bush alignment is not feasible and cost prohibitive.
Although hydraulic modeling indicates that the project is not required under normal conditions until approximately 2030 or later, pressure modeling shows that if the Parkway Pump Station is offline, system pressures can drop as low as 14 pounds per square inch (PSI) under current maximum day demand, which is below the Texas Commission on Environmental Quality minimum requirement of 35 psi. Expediting this project will mitigate the risk of low-pressure events if the Parkway Pump Station is out of service, reduce high velocities near the Highland Elevated Storage Tank, and provide additional redundancy to the water transmission system.
