Authorize an engineering services contract with Garver, LLC to (1) provide design and construction administration services and construction alternatives; (2) extend the existing Taxiway Echo from Taxiway E2 to Taxiway E3; (3) provide associated improvements to the existing drainage and storm water management control system, installation of airfield lighting systems, improvements to the Runway Safety Area to comply with current Federal Aviation Administration standards; and (4) implement aircraft communications pathways while meeting all applicable Federal Aviation Administration Advisory Circulars, Texas Department of Transportation requirements, City requirements, and grant assurance requirements to Taxiway Echo Phase II at Dallas Executive Airport - Not to exceed $1,311,300.00 - Financing: Aviation Construction Fund
