Authorize a construction services contract for the 2026 On-Call Paving Contract - Grey Sky Construction LLC, lowest responsible bidder of two - Not to exceed $42,136,372.00 - Financing: ARPA Redevelopment Fund ($1,581,100.34), DART Transportation Projects Fund ($500,000.00), DART Six-Year General Mobility Program Fund ($3,000,000.00), Street and Transportation (A) Fund (2024 General Obligation Bond Fund) ($10,362,808.85), Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($4,175,994.48), Bike Lane Fund ($1,000,000.00), Street and Alley Improvement Fund ($17,054,886.53), General Fund ($4,261,581.80), Water Construction Fund ($100,000.00), and Wastewater Capital Improvement G Fund ($100,000.00) (subject to annual appropriations)

BACKGROUND
This action will authorize a construction services contract with Grey Sky Construction LLC for the 2026 On-Call Paving Contract. The scope of work will consist of surfacing milling; curb and gutter repair; sidewalk repair; Barrier-Free Ramp (BFR) installation; base pavement repairs; joint and crack sealing; underseal; leveling-up course where required; street restoration where required; hot mix asphaltic concrete surface course; pavement markings and street signal devices and other miscellaneous items as needed.
Grey Sky Construction LLC has had no contractual activities with the City of Dallas within the past three years.
ESTIMATED SCHEDULE OF PROJECT
Begin Construction October 2026
Complete Construction December 2027
