BACKGROUND

The Department of Aviation (Aviation) has determined that a unique need exists, such as specialized experience, that only certain concessionaires can provide to deliver the desired service within Dallas Love Field (DAL) during the Lovefield Expansion Airport Project (LEAP) Construction. Adding the concession expands passenger food and beverage options during the multi-year construction period and maximizes non-aeronautical revenue. The current terminal is approximately 50 percent short of the concessions space needed, until space can be added after the concourse expansion during LEAP.

Developing a Request for Proposal, selecting a vendor who is familiar with DAL, obtaining City Council approval, completing permitting and construction could take up to a year, with additional months for implementation. This extended timeline would require significant resources across multiple departments. Furthermore, the absence of additional options during periods of elevated passenger volumes reduces customer spending as many choose to delay or forego purchases in the airport.

CBC SSP America DAL, LLC. will execute a Joint Venture Agreement with Multiplex Inc. for the operations of the concession. Multiplex Inc. is a Dallas-based small business enterprise.
