BACKGROUND
The City of Dallas owns and operates two wastewater treatment plants with a combined capacity of 280 million gallons per day as well as various lift stations and flow control/diversion structures. On November 9, 2022, the City Council authorized a professional services contract with Black & Veatch Corporation to develop a comprehensive strategic plan for Dallas Water Utilities' (DWU) Wastewater Treatment Facilities and Operations. The effort consists of assessing the City of Dallas' treatment facilities, associated infrastructure, and pretreatment program. The goal of the Wastewater Facilities and Operations Strategic Plan is to identify needs using a comprehensive and systematic approach to establish priorities and develop recommendations for a long-range capital improvements plan.
In Summer 2025, DWU completed preliminary recommendations from the Wastewater Facilities and Operations Strategic Plan. The new strategic plan was built on the work of the previous plan completed in 2010 and provides an updated road map for a 20-year planning horizon. A preliminary recommendation identified the need to replace the existing White Rock Plant trickling filters at the Central Wastewater Treatment Plant (CWWTP) which were installed in 1954 and are not performing at an optimal level.
