BACKGROUND

Pretreatment regulations established by the Environmental Protective Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) require the City of Dallas (City) to periodically review and update its pretreatment ordinance to ensure the City's pretreatment regulations are in compliance with state and federal laws. A portion of the City of Dallas sewer system discharges into the City of Garland (Garland) and Trinity River Authority (TRA) wastewater treatment plants. The City is therefore required to incorporate the Garland and TRA wastewater discharge limits into Chapter 49 pretreatment ordinance.

The Dallas Water Utilities Department drafted updates to the City's pretreatment ordinance to incorporate the City of Garland and updated Trinity River Authority discharge limits and obtain preliminary approvals from the TCEQ. The proposed ordinance contains the necessary amendments to bring the City's pretreatment regulations into compliance with EPA and TCEQ pretreatment regulations.

After adoption by the City Council, the proposed ordinance regulations must be adopted by any cities or entities contracting with the City of Dallas for wastewater treatment and then the ordinance submitted to TCEQ for final approval by January 31, 2025.
