Authorize the First Amendment to the FY 2026 grant agreement with the Texas Department of Housing and Community Affairs for Youth Homeless Housing and Services, to extend the termination date from August 31, 2026 to February 28, 2027 - Financing: No cost consideration to the City

BACKGROUND
On August 13, 2025, the City Council authorized the acceptance of a grant from the Texas Department of Housing and Community Affairs ("TDHCA") in a total amount not to exceed $980,424.00 to provide services to homeless persons through the Texas Homeless Housing and Services Program ("HHSP"). The grant included (1) $93,131.00 for the FY 2024 TDHCA-HHSP General Set-Aside Reallocation Fund for the period June 1, 2025, through May 31, 2026, and (2) $887,293.00 for the FY 2026 TDHCA- HHSP 25-26 Fund general allocation for the period September 1, 2025, through August 31, 2026. Of the FY 2026 amount, $211,013.00 is set aside specifically for the Youth HHSP. The City of Dallas executed an agreement with TDHCA for the FY 2026 Youth HHSP, effective September 1, 2025, which the City designated as Contract No. OHS-2025-00027780 (the "Agreement").
On November 12, 2025, the City Council denied an agenda item to award the TDHCA funds to a subrecipient for the FY 2026 Youth HHSP. At the direction of the City Council, the Office of Housing and Community Empowerment ("OHCE") issued a new Notice of Funding Availability on January 30, 2026, and an award recommendation is scheduled for City Council consideration on May 27, 2026. Due to the delay in awarding the funds to a subrecipient, TDHCA approved OHCE's request for a six-month extension of the Agreement.
