BACKGROUND
The Floodplain Program Management Assistance provides the City of Dallas a source of trained technical staff to assist City staff for flooding investigations and support for floodplain management activities. An important floodplain management activity that the City of Dallas engages in is Federal Emergency Management Agency's Community Rating System (CRS). The CRS is a voluntary incentive program for communities participating in the National Flood Insurance Program. The CRS program measures the scope and effectiveness of a community's floodplain management efforts and activities and assigns a "class" rating. The City of Dallas has been participating in the CRS since 1991 and is currently a Class 3 rating. The City of Dallas has the highest CRS class rating in the state of Texas, and one of seven in the nation with this class. As a Class 3 community, City of Dallas property owners receive a 35% discount on flood insurance premiums. The CRS requires annual recertification and Verification Cycle Visits (audits) are conducted every three years. Additionally, FEMA performs a separate audit to review the city's floodplain management program compliance called the Community Assistance Visit (CAV) per their discretion.
