BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

The contracts will provide for short-term assistance to households that are experiencing homelessness for the Office of Homeless Solutions. The awarded organizations will qualify households that are facing obstacles to obtain or maintain housing. Short-term assistance can be provided in a variety of methods such as, but, not limited to utility assistance, rental/utility arrears, transportation, work related assistance and document generation, including but not limited to social security cards and other identity documents.

Effective October 1, 2025, the Office of Community Care and Empowerment, the Office of Homeless Solutions, the Office of Equity and Inclusion, and the Department of Housing and Community Development will merge and become the new Office of Housing and Community Empowerment.
