A resolution amending the Board of Adjustment’s Rules of Procedure by (1) adding a new quorum section; (2) amending the duties of the chair, presiding officer, board administrator, and board secretary; (3) amending the speaking time allotments; and (4) making other non-substantive changes - Financing: No cost consideration to the City

BACKGROUND
The proposed Rules of Procedure Amendments will improve Board of Adjustment (BDA) timelines and appeal acceptance; training for BDA Members and stakeholders to better serve the taxpayer; constructing methodologies to alleviate misinformation or underwhelming information for board cases via readily available expert trade disposal; and upsurge BDA Staff responsiveness and comprehensive case presentation.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 1, 2022, the Board of Adjustment Working Rules of Procedure Amendments were reviewed and composed in collaboration with Board of Adjustment Members, City Attorney’s Office, Planning and Urban Design Staff, and Development Services Staff. Board of Adjustment Working Rules of Procedure Amendments were unanimously adopted.
On February 3, 2023, the Economic Development Committee was briefed on the item for consideration of adoption by Council on April 12, 2023.
