BACKGROUND

Since October 12, 2009, Dallas Center for the Performing Arts Foundation, Inc. (DCPAF) has been instrumental in realizing the vision behind the creation of the Dallas Arts District. This dynamic cultural hub has become a catalyst for artistic innovation, an economic driver, and a key attraction for cultural tourism. It has contributed to corporate relocations, generated tax revenue, and is now recognized as one of the leading arts and cultural districts in the United States. The replacement of the two cooling towers at the Winspear Opera House will ensure the district's continued operational success and sustainability.

On May 4, 2024, Dallas voters approved Proposition E of the 2024 General Obligation Bond Program. This funding was dedicated for the planning, design, construction, and improvement of cultural and performing arts facilities.

On December 11, 2024, a Request for Competitive Sealed Proposals solicitation was developed and publicly advertised. Only one proposal was received on January 10, 2025, via the City's Bonfire portal for this solicitation.

On January 20, 2025, the Evaluation Committee ranked the firm based on published criteria according to City of Dallas and State of Texas procurement guidelines and recommended Dyna Ten as the Best-Value Proposal.
