BACKGROUND

On September 11, 2024, the City Council authorized a construction services contract with Camino Construction, LP for the installation of water and wastewater main improvements at 21 locations. Prior to the beginning of construction at one of the locations, it was determined that storm drainage improvements were needed to alleviate flooding in the area in addition to the proposed water and wastewater main improvements. The storm drainage improvements were added to the contract to avoid excavation of recently restored pavement and to limit disruption to the public for multiple improvement projects. On January 14, 2026, the City Council authorized an increase in the construction contract for the additional work associated with storm drainage system improvements in Reverchon Drive from Mateur Street to Avon Street.

During construction of the water and wastewater mains under this contract, unforeseen site conditions were encountered requiring additional pipeline improvements and paving, more than the originally estimated quantities for the project.
