BACKGROUND
Currently headquartered in Norwalk, Connecticut, Frontier, offers broadband internet, digital television service, and computer technical support to residential and business customers in 25 states in the United States.
The City of Dallas has been approached by Frontier to nominate by resolution its application to the Texas Economic Development Bank, part of the Governor's Office of Economic Development and Tourism division for designation as an Enterprise Zone project . Frontier currently has 638 Dallas-based employees, many of whom work remotely, plus additional employees in Allen. While it is currently headquartered in Norwalk, Connecticut, Frontier is considering relocating its headquarters to either Dallas or Tampa, Florida.
The Enterprise Zone designation pursuant to the Act, codified in Texas Government Code, Chapter 2303, Subchapter F, will allow Frontier to apply for a rebate of state sales and use tax refunds on qualified expenditures of up to $2,500 per job created or retained within a qualified business. In order to be considered a qualified business, Frontier has committed that at least twenty-five percent (25%) of the business' new employees will be residents of an enterprise zone, economically disadvantaged individuals, or veterans.
