BACKGROUND
This sole source agreement will provide ongoing hosting and support services for BuildingBlocks, a map-based application used by the Department of Code Compliance. BuildingBlocks consolidates property-related data including code violations, complaints, fees, and crime incidents into a single platform to support proactive code enforcement and land management.
The application offers spatial analysis, predictive modeling, and data visualization capabilities, enabling departments to move from a reactive, complaint-driven model to a more strategic, data-informed approach.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 21, 2021, the City Council authorized a five-year service contract for licenses, hosting, maintenance, and support for a spatial analysis and predictive modeling solution with OpportunitySpace, Inc dba Tolemi for the Department of Code Compliance, by Resolution No. 21-0142.
