Authorize the execution of (1) an agreement with North Texas Food Bank to provide emergency food distribution programming for the period of November 12, 2025 through February 11, 2026; and (2) any and all terms, conditions, and documents required by the contract - Not to exceed $1,000,000.00 - Financing: ARPA Redevelopment Fund

BACKGROUND
The temporary suspension of SNAP benefits due to the ongoing federal government shutdown is expected to cause a significant increase in the demand for food assistance across Dallas. Local food banks and community partners will likely face a surge in need beyond their current capacity.
To protect the public health and safety, the City is engaging the North Texas Food Bank (NTFB), a trusted regional food distribution network with the experience and infrastructure necessary to respond quickly to emergency needs to establish additional distribution sites and/or times strategically located within zip codes in Dallas that have concentrations of SNAP recipients, including sites in the City of Dallas the boundaries of which include Dallas County and other counties.
