Title
Authorize continued negotiations with Global Spectrum LP (dba OVG360), the City’s operator of the Kay Bailey Hutchison Convention Center Dallas (KBHCCD), and a soccer federation to facilitate a nine-month user agreement for use of the KBHCCD in 2026 and the drafting of a joinder of City to the same for the City provide additional requests by the federation not covered by OVG360’s KBHCCD agreement with the City - Financing: No cost consideration to the City

BACKGROUND
In February 2024, the Kay Bailey Hutchison Convention Center Dallas was shortlisted to host a larger economic development initiative related to a soccer federation for potentially nine months of 2026.
OVG360 and VisitDallas continue to negotiate with the entity to come to agreement terms regarding square footage requirements, food service, parking, and perimeter use. Some of the items requested as part of the negotiation fall outside of both entities’ contracts with the City of Dallas. As such, the City must enter into a joinder agreement to deliver those capital, perimeter and other needs requested by the soccer federation, in order for negotiations to continue.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 10, 2018, the City Council authorized the City Manager to enter into a Host City Agreement with a soccer federation as part of the United Bid Committee’s proposal to host the soccer federation matches in North America by Resolution No. 18-0101.
On February 13, 2019, the City Council authorized a contract with Global Spectrum LP dba OVG360 for OVG360 to manage the operations of KBHCCD (KBHCCCD Management Contract) by Resolution No. 19-0281.
