BACKGROUND

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

This cooperative purchasing agreement will allow for the purchase of web-based intelligence investigative software, Cobwebs, for the Dallas Police Department (DPD). This software will provide an efficient tool for investigating social media post from potential suspects. This software extrapolates data from multiple social media platforms to provide valuable data about a specific person. Data obtained through this software includes associated persons, places frequented, and patterns of activities about a potential suspect. This type of data assists DPD in stopping criminal enterprises quickly and effectively in their efforts to reduce crime.
