Authorize a design-build construction contract with Phoenix I Restoration and Construction, LLC for design and preconstruction services, an early construction package, and architectural and engineering services for the design and construction for the replacement of designated high roof areas and water infiltration mitigation at the Meyerson Symphony Center - Not to exceed $390,260.00 - Financing: Cultural and Performing Arts Facilities (E) Fund (2024 General Obligation Bond Fund)

BACKGROUND
Completed in 1989, the Meyerson Symphony Center (Meyerson) was designed by internationally renowned architect I.M. Pei, with the Eugene McDermott Concert Hall designed by noted acoustician Russell Johnson. The Meyerson, a city-owned cultural and performing arts landmark, is managed by the Dallas Symphony Association, the governing body of the Dallas Symphony Orchestra (DSO), and serves as the DSO's home venue.
Now approaching 40 years of continuous use, the facility requires significant maintenance and infrastructure improvements to preserve its architectural integrity. Among these needs, the replacement of the high roof areas has been identified as the highest priority and has long been listed on the City's Needs Inventory, qualifying it for bond funding consideration.
On May 4, 2024, Dallas voters approved Proposition E of the 2024 General Obligation Bond Program (the "2024 Bond Program"), which provides funding for the planning, design, construction, and improvement of the city's cultural and performing arts facilities. As part of the cultural and performing arts category, the roof replacement and mitigation of water infiltration issues at the Meyerson were included as priority projects.
