BACKGROUND

As construction begins across various Kay Bailey Hutchison Convention Center (KBHCCD) Master Plan components, existing Oncor electrical infrastructure must be decommissioned, relocated, or established to support expanded facilities.

Because these electrical vaults are owned and operated by Oncor, Oncor is the sole entity authorized to perform the necessary work, making them a sole-source provider consistent with their status as a regulated utility.

Oncor, in conjunction with Inspire Dallas and other Master Plan Component representatives, conducted a study of the power needs of the expanded KBHCCD and other Master Plan projects. This cost estimate covers Oncor's removal of four existing vaults and all cables serving the vaults collectively identified as VC643, vault F, and the abandonment of duct bank and manholes on the non-public interior Memorial Street within the Convention Center complex. As a regulated utility, much of Oncor’s pricing is defined by approved tariffs and cost estimating methods.
