BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This service contract will provide for the purchase of software licenses subscription, hosting services, and technical support for the Department of Housing & Neighborhood Revitalization (HOU). Benevate, Inc. dba Neighborly Software currently owns the database and data entry system used by the City and it allows for management of everything from application support to long term portfolio management. The software will be used to automate enrollment, qualification, administration, and reporting for all HOU programs. The software will be configured to HOU specific needs, including

* Custom workflows
* Forms
* Document generation requirements

The service contract will also provide for an online portal for beneficiaries to apply for grant funding, view loan information, request loan payoff details, and attest to ongoing program requirements. Contractors will use the portal to bid on construction projects, update their insurance/license information and make draw requests.
