Title
An ordinance amending Chapter 52, "Administrative Procedures for the Construction Codes," of the Dallas City Code by amending Section 301.2.1 (1) providing a defense to prosecution for certain construction and renovation work on county owned buildings in a county with a population of at least one million; (2) providing a penalty not to exceed $2,000.00; (3) providing a saving clause; (4) providing a severability clause; and (5) providing an effective date - Financing - This action has no cost consideration to the City (see Fiscal Information)

BACKGROUND
There are no previous code amendments. The 89th Texas Legislature met in regular session between January 15, 2025, and June 2, 2025. On February 24, 2025, H.B. 3234 was filed. The Bill provides a defense to prosecution for certain construction and renovation work on county owned buildings in a county with a population of at least one million. H.B. 3234 was approved by both chambers of the Texas Legislature; and was filed without Governor Greg Abbott's signature on June 20, 2025, and takes effect on September 1, 2025. The text of the H.B 3234 is available at this link. To comply with the provision of H.B. 3234, an amendment to Chapter 52 "Administrative Procedures for the Construction Codes," of the Dallas City Code is proposed. The amendment is for Subparagraph 22 of Paragraph 301.2.1, "Building," of Subsection 301.2, "Defenses," of Section 301, "Permits," of Subchapter 3, "Permits and Inspections," as follows:
