Title
Authorize a professional services contract with PMG Project Management Group, LLC., to provide construction management, engineering, and inspection services, and engineering design support to assist the City in managing planning, coordination, design review, construction oversight, and project controls activities for the citywide Traffic Signal Program which includes approximately 200 active traffic signal projects throughout the City of Dallas - Not to exceed $1,889,107.00 - Financing: Bond Program Administration Fund ($1,500,105.21) and Street and Transportation (A) Fund (2024 General Obligation Bond Fund) ($389,001.79) (subject to annual appropriations)

BACKGROUND
The City of Dallas Department of Transportation and Public Works (TPW) has over 200 active traffic signal projects involving design and construction as part of the citywide Traffic Signal Program. In order to keep the multiple projects moving forward and on schedule, TPW released procurement CIZ25-TRN-3177 "Traffic Signals Program and Construction Management, Engineering, and Inspection (CMEI) Services" in June of 2025, to assist TPW in the various components of the over 200 active projects.
The procurement was a two-step Request for Qualifications (RFQ)/Request for Proposals (RFP) process. This procurement included two categories for CMEI services: (1) Project A (this council action): Program management and Construction Management, Engineering, and Inspection Services (PMG/CMEI) for the delivery of approximately 200 traffic signals currently under design (estimated construction budget is $75M).
