BACKGROUND

The advancement of the Kay Bailey Hutchison Convention Center Dallas (KBHCCD) Master Plan to pre-enabling, enabling, pre-construction and construction phases has included the selection of Trinity Alliance, a joint venture, as the Construction Manager at Risk for Component 1 - the KBHCCD Master Plan Expansion West of Lamar Only and any related demolition. Trinity Alliance began implementation of the pre-construction phases of the project following the June 11, 2024, City Council authorization of Supplemental Agreement No. 1, the first of multiple Guaranteed Maximum Price (GMP) agreements, to Trinity Alliance's contract by Resolution No. 25-0968.

Part of that GMP 1 work, and ensuing work, include the work necessary to temporarily close the Dallas Area Rapid Transit (DART) facility located at the convention center to facilitate demolition and construction. The Teams, including city staff and leadership, have been meeting weekly with DART to develop plans for re-routing, fencing, cocooning the existing DART structure, and other preparations for closure.

Staff have determined the best avenue for memorializing the temporary closure is an Interlocal Agreement between the City of Dallas and DART that establishes agreed upon obligations, conditions, roles...
