Title
Authorize a four-year service agreement with the State Fair of Texas for the City of Dallas through its Dallas Fire-Rescue Department to provide emergency medical services during (1) the fair at Fair Park every Fall beginning in 2026 through 2030 on specified dates; (2) July Events and additional Special Events to be charged separately per the agreed rates; and (3) the receipt and deposit of the revenue funds in the General Fund - Estimated Revenue: General Fund $1,392,333.00

BACKGROUND
For the last 135 years the State Fair of Texas (SFT) has been part of the City of Dallas history providing fair experience at the Fair Park every Fall to hundreds of thousands of visitors. That tradition has now grown and draws over two million visitors every year.
Among the services provided to the visitors has been the non-emergency medical transport services through a private contractor. For the next four years from 2026 through 2030, SFT requests an agreement with the City of Dallas through its Dallas Fire-Rescue Department (DFR) to provide the emergency medical services during the fair, July and additional special events.
DFR provides the emergency medical services annually at the Fair from dispatch 9-1-1 calls and transports to the area hospitals. This agreement will allow DFR to utilize special events rescues (ambulances) to be deployed at the fairgrounds and related covered events. The use of special events rescues will alleviate the use of the dispatched front-line rescue which in turn will be available to provide services during other dispatched medical calls.
