Authorize a three-year cooperative purchasing agreement for web-based law enforcement data integration and analysis platform, Peregrine, for the Dallas Police Department with Carahsoft Technology Corp. through the OMNIA EDU (R191902) cooperative agreement - Not to exceed $2,700,000.00 - Financing: 2023 Homeland Security-Urban Area Security Initiative 24-26 Fund ($900,000.00) and General Fund ($1,800,000.00) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations.
This cooperative purchasing agreement will provide for web-based software-as-a-service (SaaS) law enforcement and public safety data integration and analysis software platform, Peregrine. Peregrine provides and operationally proven, commercial off-the-shelf software to enable coordination, information sharing, preparedness, training, and investigative support related to criminal activities within the Dallas Police Department's (DPD) area of operations. Peregrine is well-suited to support the DPD's efforts to assist in case investigations and to prevent domestic violent extremism.
Peregrine would allow the Dallas Police Department to generate and disseminate real-time situational awareness to officers, detectives, and partners through a unified map-based common operating picture.
