BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This service contract will provide for a subscription-based records system for pawned and second-hand property transactions, as well as investigative software services for the Dallas Police Department. The system for pawned and second-hand property transactions will enable the Police Department's Fusion Center to search nationwide pawnshop and second-hand store records as part of criminal investigations. This system provides information about the property being sold and links the seller. All pawn shops are required, by the State of Texas, to report all property transactions to local law enforcement.

The additional investigative tools included in this contract support critical law enforcement functions, such as data analysis, investigative research, cellular mapping, and information sharing across cases.

Previously, these services were maintained under multiple agreements, which created administrative inefficiencies and fragmented workflows. This contract consolidates these services into a single agreement, improving operational efficiency, enhancing data integration, and ensuring continuity of service.
