BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This service contract will provide for workforce training. The City's Small Business Center has sought nonprofit organizations through an open application process to deliver certified skills training, workforce training, and/or education for employment opportunities leading to a living wage. Workforce training is focused on the current target labor market needs in Dallas including, but not limited to, advanced technical and advance learning programs, for working aged adults. These trainings are designed for City residents that have been financially impacted by COVID-19 and who are members of low- and moderate-income households.

A three-member committee from the following departments reviewed and evaluated the qualifications:

* Department of Convention and Event Services (1)
* Office of Economic Development (1)
* Small Business Center Department (1)

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

* Work plan and evaluation 35 points
