An ordinance ordering a special election to be held in the City of Dallas on Tuesday, November 5, 2024, for the purpose of submitting to the qualified voters of the City, proposed amendments to the Dallas City Charter - Financing: No cost consideration to the City

BACKGROUND

Article 11, Section 5 of the Texas Constitution states, in part, "Cities having more than five thousand (5000) inhabitants may, by a majority vote of the qualified voters of said city, at an election held for that purpose, adopt or amend their charters... Furthermore, no city charter shall be altered, amended or repealed oftener than every two years." The Dallas City Charter was last amended in a special election held November 4, 2014.

Chapter II, Section 3 of the Dallas City Charter, states, "At intervals of not more than 10 years (first interval to occur not more than 10 years after adoption of this section), the Charter shall be reviewed by a commission appointed by the council." On August 23, 2023, the City Council appointed the Charter Review Commission who reviewed and recommended changes to the Dallas City Charter. Proposed changes are the result of input from the general public, City Council, Charter Review Commission, as well as city staff. City Council has held multiple briefings regarding amendments to the Dallas City Charter.

Section 3.005(c) of the Texas Election Code states, in part, that "for an election to be held on a uniform election date, the election shall be ordered not later than the 78th day before election day." The Tuesday, November 5, 2024, election date is the general election in the State of Texas. The 78th day before election day is Monday, August 19, 2024.
