BACKGROUND

 

Dallas Area Rapid Transit (DART) was established in 1983 through voter approval of a one-percent sales tax to develop, operate, and maintain a public transportation system within a 13-city service area. Dallas is the largest DART member city, contributing the greatest share of sales tax revenue and representing more than half of the service area’s population.

 

Since September 2025, City leadership has participated in a multi-city working group with other DART member cities to collaboratively identify sustainable solutions to the most significant challenges facing the agency. These discussions have focused on governance, funding, and service delivery considerations. During this period, the DART Board of Directors has taken steps to improve collaboration between DART and its member cities, advancing efforts intended to deliver innovative and effective public transportation solutions for the North Texas region.

 

This resolution outlines the City of Dallas’ position on the current DART governance structure and reaffirms the City’s commitment to continued coordination with DART and its member cities to support a sustainable and equitable regional transit system.

The Transportation and Infrastructure Committee was briefed on the DART Member City Negotiations on governance, funding, and service considerations on January 20, 2026.
