BACKGROUND
Federal regulations require a public hearing on the City's Proposed Consolidated Plan Budget for U.S. Department of Housing and Urban Development (HUD) Consolidated Plan Budget grant funds, including Community Development Block Grant, HOME Investment Partnerships Program, Emergency Solutions Grant, and Housing Opportunities for Persons with acquired immunodeficiency syndrome.
Federal regulations and the City’s Citizen Participation Plan also require a public comment period of not less than 30 days and a public hearing to receive comments.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 2, 2026, the Community Development Commission approved the City Manager’s proposed budget and made no amendments.
The City Council was briefed on the “City Manager’s Proposed FY 2026-27 HUD Consolidated Plan Budget” on April 15, 2026.
The City Council was briefed on the “City Council Discussion and Amendments to the FY 2026-27 HUD Consolidated Plan Budget” on May 6, 2026.
On May 13, 2026, the City Council authorized preliminary adoption of the FY 2026-27 HUD Consolidated Plan Budget and a public hearing to receive comments on the proposed use of funds by Resolution No. 26-0818.
