BACKGROUND

 

The Hillcrest Road Pump House project, located at 17404 Hillcrest Road (corner of Hillcrest and McCallum Roads, across from the Dallas Police Substation), is intended to mitigate visual and sound impacts from the City’s stormwater pump station in coordination with Dallas Area Rapid Transit’s Silver Line. The project scope includes construction of a pump house structure with associated site development, security, and ventilation improvements. The building will feature a brick façade, metal roof, interior and exterior lighting, and mechanical ventilation. The interior will remain open with no partitions.

 

On July 18, 2025, the City received one bid in the amount of $4,992,000.00, which substantially exceeds the engineer’s estimate and the available project budget of $1,800,000.00. The high bid is attributed to regional labor and material shortages, limited contractor participation, market volatility related to raw materials and scheduling risks.

 

Dallas Water Utilities Department and the project engineer recommend rejecting the sole bid and request that the City Council authorize staff to re-advertise the project. The scope of work will be repackaged to encourage broader contractor interest and achieve more competitive pricing. Re-advertisement is anticipated to occur in the near future.
