BACKGROUND

The action will authorize the rejection of all bids received from the solicitations for a permanent supportive housing development and operations and land conveyance at 4150 Independence Drive, Dallas, Texas 75237 (Property).

On November 30, 2022, a Request for Proposal (RFP) was issued to solicit a general contractor to redevelop the Property and provide approximately 108 units of affordable and Permanent Supportive Housing (PSH) with intense case management and wraparound services for persons affected by chronic homelessness.

The RFP was originally set to close on December 28, 2022 but was extended to January 13, 2023. The RFP was open to the public from November 30, 2022, through January 13, 2023. The three proposals received were evaluated and scored by a four-member committee. Due to the gap between funding available and the projected cost for each proposal, no recommendation was made for contract award.

On June 8, 2024, a Notice of Funding Availability (NOFA) was released to the public to solicit a general contractor to redevelop the Property. The NOFA was originally set to close on September 13, 2024. However, due to the lack of responses, the NOFA was reissued on September 18, 20284 and closed on November 18, 2024. The one proposal received was reviewed and not recommended for award due to a large funding gap.
