An ordinance amending Chapter 59, “Dallas Energy Conservation Code,” of the Dallas City Code, as amended; (1) adopting with certain changes the 2021 Edition of the International Energy Conservation Code of the International Code Council, Inc.; (2) providing standards and requirements for the design and construction of energy-efficient buildings and spaces within the city; (3) providing a penalty not to exceed $2,000.00; (4) providing a saving clause; (5) providing a severability clause; and (6) providing an effective date - Financing: No cost consideration to the City (see Fiscal Information)

BACKGROUND
The 2021 Recommended Regional Amendments were approved for distribution by the North Central Texas Council Of Governments Executive Board at their July 22, 2021 and October 28, 2021 meetings.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 13, 2022, the Building Inspection Advisory, Examining and Appeals Board reviewed and recommended adoption of the 2021 International Energy Conservation Code.
The Environmental Commission was briefed on the CECAP related provisions of Chapter 59 Amendments on January 11, 2023. The commission commented favorably on changes to the Dallas Energy Code.
The Environment and Sustainability Committee was briefed on the CECAP related provisions of Chapter 59 Amendments on January 12, 2023. The committee commented favorably on changes to the Dallas Energy Code.
FISCAL INFORMATION
No cost consideration to the City.
Ordinance enforcement of penalty not to exceed $2,000.00 may generate revenue to the City.
