Authorize a five-year master agreement for the purchase of paint and sundries for citywide use - Lighthomes Property LLC in the estimated amount of $571,617.00, Love Global Enterprises, LLC in the estimated amount of $135,251.40, and The Pittsburgh Paints Co. in the estimated amount of $24,791.30, lowest responsible bidders of four - Total estimated amount of $731,659.70 - Financing: General Fund ($534,111.58) and Dallas Water Utilities Fund ($197,548.12)

BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This master agreement will provide for the purchase of paint and sundries for citywide use. These products will be used to maintain City facilities and equipment and cover graffiti. All products shall comply with the Environmental Protection Agency E2 rating for Volatile Organic Compound emissions standards in addition to compliance with the Master Painters Institute approved products' list. Additionally, paint products and supplies will be used for the maintenance and restoration of interior and exterior surfaces at City facilities and structures.
