BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This Supplemental Agreement will provide for continued use, maintenance, and support of the City's Permit One Stop Solution Engine (POSSE) Land Management System. This supplemental agreement continues the read only access to legacy permit data for the Department of Planning and Development (PDV) to meet records retention requirements. The majority of legacy data was not migrated to the new permitting system Accela, and business wishes to retain access to legacy data in POSSE until such a time as the data can be migrated to an archive database. PDV requires access to historical permit data per their records retention policy. While new permits will be processed in the Accela platform, staff will be able to research historical data within a read-only version of the legacy system.

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a "living wage" rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract renewal option includes the living wage rate of $22.05.
