Authorize a one-year service contract, with two one-year renewal options, for emergency shelter services for individuals experiencing homelessness for the Office of Homeless Solutions - The Salvation Army North Texas Area Command in the amount of $265,394.00, Bridge Steps dba The Bridge in the amount of $225,600.00, and Austin Street Center in the amount of $153,376.00, most advantageous proposers of seven - Total not to exceed $644,370.00 - Financing: FY 2024-25 Emergency Solutions Grant Fund ($563,318.00) and FY 2023-24 Emergency Solutions Grant Fund ($81,052.00)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide for emergency shelter services for individuals experiencing homelessness for the Office of Homeless Solutions. These contracts will provide programming to support the homeless response system by improving the number and quality of emergency shelters for homeless individuals and families. Additionally, these contracts will assist organizations in operating homeless shelters, and provide essential services to shelter residents. This program may also provide funds to provide emergency shelter services during inclement weather.
A four-member committee from the following departments reviewed and evaluated the qualifications:
