BACKGROUND

This consultant services contract will provide for security consultant services for the Park & Recreation Department. The consultant will provide evaluative assessments and recommendations designed to reinforce and enhance the safety and security of the Dallas Park System. More specifically, the consultant will evaluate current safety programs and security measures, will conduct threat and vulnerability assessments, and will provide extensive recommendations for improvements to both the safety and security of the Dallas Park System. Additionally, the consultant will develop fundamental strategies which the Park & Recreation Department will be able to utilize when preparing safety/security training and awareness programs for the Dallas Park System in the future.

A five-member committee from the following departments reviewed and evaluated the qualifications:

* Dallas Police Department (1)
* Marshal's Office (1)
* Office of Risk Management (1)
* Park & Recreation Department (1)
* Office of Procurement Services (1)*

*The Office of Procurement Services evaluated cost and local preference, if applicable.

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

* Approach 35 points
* Experience 35 points
* Cost and timeframe 30 points
