SUBJECT
Title
Authorize the (1) City Manager to execute a one-year contract with Housing Forward, as a sole source, approved as to form by the City Attorney, for the coordination of the Street to Home Phase 2. The City of Dallas funds will accelerate diversion and rehousing efforts by providing financial assistance in the form of rental assistance and paid utilities to persons experiencing homelessness. This phase will turn over beds and clear the way for law enforcement and outreach to bring more people inside to move individuals out of shelters and into stable housing through the local Continuum of Care; and (2) execution of any and all terms, conditions and documents required by the contract - Not to exceed $10,000,000.00 - Financing: ARPA Redevelopment Fund

BACKGROUND
The STH efforts are led by Housing Forward and designed to move 1000+ individuals into stable housing, treatment, and recovery through diversion, and rehousing efforts, utilizing public and private investments of $28 million. The City of Dallas $10 million contract will serve 425+ individuals.
The City of Dallas previously invested in Street to Home (STH) Phase 1 (phase 1) with a total of $5 million ARPA and ARPA Redevelopment in February and May of 2025 which served 250 individuals. STH Phase 1 raised over $20M in public and private investments serving 1,190 individuals with stable living, treatment, and recovery. The overall Phase 1 leveraged this funding to add capacity to the homeless response system between July 2024, and October 2025, reaching over 7,000 people with different services and support.
