Authorize a three-year cooperative purchasing agreement for the maintenance and support of a web-based end to end network performance management software system for the Department of Aviation with SHI Government Solutions, Inc. through the OMNIA Partners cooperative agreement - Not to exceed $136,685.50 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This cooperative purchasing agreement will provide for the maintenance and support of a web-based end to end network performance management software system for the Department of Aviation. The software component tool will serve as a configuration backup and allow monitoring of the Dallas Love field network to ensure optimal performance for server performance, switch and router, and availability and memory utilization. In addition, the routers will diagnose any and all errors, and perform continuous monitoring to ensure the Dallas Love Field network is operating effectively.
The software will be used as a front end/intake for a multiple Department of Aviation customer/citizen facing online applications.
The OMNIA Partners cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
