Staff Recommendation

That the request for a Certificate of Appropriateness to remove a large diseased American Elm from the front yard be approved with the condition that a replacement tree that is appropriate, enhances the structure and surroundings, and will not obscure significant views of protected facades at maturity be planted in the front yard.  Implementation of the proposed condition would allow the proposed work to be consistent with preservation criteria Section 3.5(c); City Code Section 51A-4.501(g)(6)(C)(i) for contributing structures; and/or the Secretary of the Interior’s Guidelines for Setting (District/Neighborhood).

Task Force Recommendation

That the Certificate of Appropriateness to remove a large diseased American Elm from the front yard be approved.  Recommend replacement of tree in another location on the property.
