BACKGROUND

This agreement will continue to enable the Dallas Police Department (DPD) to receive unbiased, transparent reviews of its policies, practices, and procedures from a renowned criminologist who is recognized nationally for his work in constitutional policing issues. The consultant will support the Constitutional Policing Unit by identifying potential blind spots within the department through data audits and analysis. Additionally, the consultant will provide advanced statistical analyses on complex data sets related to Limited Scope Reviews and Strategic Reviews conducted by the Unit.

DPD is requesting Special Need/Justification for this award. The complexity of these audits and analyses, which exceed the capacity and expertise of its current personnel. The consultant brings a unique and specialized skill set, as he is the only Special Master appointed by a federal court to oversee a consent decree. In this capacity, Dr. Alex del Carmen represents the federal court on all matters related to police reform in this specific case. Further, he has over 27 years of experience working with law enforcement agencies across the country. The DPD is requesting approval of this contract pursuant to Administrative Directive 4-05, Contracting Paragraph 10.5.6 (A) which states:
